Los Angeles County ("LA County") has settled a class action lawsuit that dealt with conditions in its juvenile detention facilities. All individuals who were born on or after February 15, 2002, and were detained in a Juvenile Hall or Camp facility are Class Members. Final approval is expected in January 2026.

LA County has agreed to establish a $30,000,000.00 Settlement Fund. Part of the fund will be used to pay attorneys fees and costs, as well as the costs of administering the settlement. All of the remaining funds will be distributed to Class Members who file a valid claim.

The payment amounts will be based on the number of days a Class Member spent in either a Hall or Camp facility, with days spent at Halls receiving substantially more value due to worse conditions. The exact amount of each payment will depend on the number of days detained at each type of facility, and the total number of valid claims.

The easiest way for Class Members to file a claim is online at the settlement website, www.LACountyJuvenileDetentionSettlement.com. Alternately, Class Members may download a printable claim form from the settlement website, and submit it by US Mail.

There are strict time limits for when the claim must be submitted. Class Members should act promptly. Claims must be submitted online or postmarked by November 28, 2025.

Class Members who do not want to participate in the settlement must exclude themselves by November 28. If excluded, Class Members will not be eligible to receive a settlement payment, but will preserve their right to sue LA County on the same issues as in this case. The Court has appointed attorneys Barrett S. Litt and Lindsay Battles of McLane, Bednarski & Litt, 975 East Green Street, Pasadena, California 91106; and Scott B. Rapkin and Michael S. Rapkin of Rapkin & Associates, 475 Washington Blvd., Marina del Rey, CA 90292, to represent the Class as Class Counsel.

The Court is scheduled to hold a hearing in this case on January 28, 2026, in Courtroom 5B on the 5th Floor of the First Street Courthouse, 350 W. 1st Street, Los Angeles, California. The court will consider whether to approve the Settlement. The Court will also consider Class Counsel's request for attorneys' fees of up to 30% of the settlement fund, plus reasonable costs and expenses, and a service award of $25,000.00 for the plaintiff who brought this lawsuit. Class Members may attend the hearing, but do not have to.
